2009-2011 Retirement Program for Non-Union Staff
COTAPSA meets monthly with City Human Resources staff regarding Members’ terms and conditions of employment, and also to discuss City policies and practices to ensure fairness and equity.
COTAPSA has discussed with City Human Resources staff the 2009-2011 Retirement Program in particular, the effective date, the three (3) month notice period and the recent ESA Complaint.
In the Corporate Communication on September 29, 2009, the City Manager announced the 2009-2011 Retirement Program for non-union staff effective retroactively to April 30, 2009, until December 31, 2011.
Non-union staff who retired before April 30, 2009 was not eligible for consideration under this program.
After further consultation, the City has agreed to amend the effective date of the Retirement Program effective to January 1, 2009. Any management or non-union employee who retires between January 1, 2009, and December 31, 2011 will be eligible for consideration under this program.
In terms of the three (3) month notice period and the recent ESA Complaint, the City stated that the purpose of the three (3) month advance notice is to allow the division to plan properly (i.e. hiring process to fill the position). If in the event that the Member changes his/her mind, the City will look at it on a case by case circumstance. If you choose to participate in the 2009-2011 Retirement Program, the City confirmed that you will not be giving up the benefit of receiving your lost wages from the ESA Complaint. The City confirmed that the Retirement Incentive is separate from the 2008 pay for performance.
City staff confirmed that they are in the process of updating the information that is currently posted on-line, including the Q&A’s. They are working with Payroll to identify all non-union employees who retired from the City prior to April 30, 2009 and who meet the criteria as per the Council decision. These non-union employees will receive a retroactive payment from the City and OMERS will be notified of the change in their final salary.
