Performance Management Program – Non-Union Employees

COTAPSA meets monthly with City Human Resources staff regarding Members’ terms and conditions of employment, and also to discuss City Policies and practices to ensure fairness and equity.

COTAPSA discussed with City Human Resources staff the performance management program for non union employees.

COTAPSA raised concerns in the way the performance evaluations are handled. For example, 1) employees are asked to sign the first part of the performance planner (sheet that goes to the payroll department without being given a proper assessment of his/her performance; 2) employees receiving a developmental rating or did not meet objectives without any advance warnings on performance issues.  If there are, in fact, concerns with regards to performance, they should have been addressed throughout the year, as they arise.  This would give employees an opportunity to review their performance and focus on improving their skills.  Members have nowhere to turn (fear of reprisal) if they believe that the performance reviews are completed unfairly and disagree with the performance rate.

City HR staff advised that if an employee has concerns and/or issues with the performance rating, they should follow the chain of command.

COTAPSA agreed, however, we are requesting that the process be formalized.  That would provide a level of comfort to employees who may want to raise their concern.

City agreed to formalize the process and revise the Q&A before end of June, 2010
